Our Key Staff

The RailPros Field Services Management Team includes many former railroad employees who have a unique understanding of the way railroads operate. All members of our Management team have vast experience guiding various projects from concept and engineering to construction and operation. Each has considerable experience in managing, designing, and construction projects under active railroad traffic, ensuring minimal disruption of rail service. We are proud to have top railroad talent who contribute extensive experience and add to RailPros’ industry expertise. Our Management Team consists of the following professionals:

Johnny Johnson, PE – President . Mr. Johnson has over 30 years of project experience in freight, port, and passenger railroad planning, engineering, construction and maintenance. He has held senior level management positions with freight and passenger railroads and railroad consulting firms. Mr. Johnson has managed numerous planning and design projects, including track design, track upgrades, capacity improvements, and planning studies. Clients include: Burlington Northern Santa Fe (BNSF), Union Pacific Railroad (UPRR), Peninsula Corridor Joint Powers Board (Caltrain), Southern California Regional Rail Authority  (SCRRA), North County Transit District (NCTD) Amtrak, Caltrans, and the Port of Long Beach. He has numerous contacts throughout the private and public railroad organizations in the US and is an active participant in railroad engineering associations. He understands railroad operations, track construction and maintenance, intermodal terminal issues, and he is an experienced track designer.

Bob Layton – Director of Flagging Services. Mr. Layton has over 44 years of railroad industry experience, including 29 years as a FRA Certified Track Inspector. He has worked extensively with such railroads as the Canadian National and the Norfolk Southern. He possesses a unique understanding of railroad construction and jobsite protocol. With experience as Senior Track Safety Specialist, Certified Rules Trainer, and Division Manager, he is an expert in railroad safety and operations.

Charlie McGinness – Field Supervisor, Northern Region. Mr. McGinness has 36 years of railroad industry experience, including 33 years with Norfolk Southern Railroad. He has extensive on-site experience, as well as management experience including production, financial and operating results, environmental compliance, and other regulations. He has experience as an FRA Track Safety Inspector as well as Roadmaster experience, making him an expert on railroad safety, operations, and on-site procedures.

Joe Tinsley – Field Supervisor, Southern Region. Mr. Tinsley has 32 years of diverse contractor experience. For the last 13 years, he has worked directly with the KCS railroad, repairing and clearing tracks, derailments and spills. From general construction, to water systems, to railroad work, Mr. Tinsley’s experience ensures that he will be ready for whatever the job site requires.
