  • Trenchless Utility Construction Observer – West of Mississippi

    RailPros Field Services is currently looking for experienced professionals to join our growing team of field service. Opportunities are available west of the Mississippi

    RailPros Field Services has a need for Trenchless Utility Construction Observer for our System nation-wide services to the railroad industry. The locations of need are within or near major cities associated with the service areas of the following railroads BNSF, CP, CN, KCS, UP, Amtrak.
    The observer works under the direction of the Engineer to protect the railroad infrastructure and may be assigned additional responsibilities as required. The observer acts as representatives of the Company and is expected to establish a professional business relationship with contractors, suppliers, Railroad Representatives, vendors, other stakeholders, and Company personnel.
    The observer is required to act in ethical manner and should be aware of Company policies regarding work ethics, including but not limited to gifts, entertainment, trips, etc. offered by contractors, vendors, suppliers, or other stakeholders. The observer is to protect the railroad franchise with a goal of safe railroad operation at all time during and after proposed utility construction. The observer to provides quality assurance through inspection of work and materials for conformance to requirements. The observer is to respect role of the contractor as an independent contractor which allows for the contractor to select the means, methods, and manner to perform the work without putting the Railroad at risk.

    Job Description

    • Responsible for the inspection of utility installations across railroad property west of the Mississippi. Travel may be up to 80% (Road Warrior), depending on home location.
    • Must be able to follow and carry out specific instructions on an independent basis and oversee/review the work of others on site to protect the railroad.
    • The Utility Observer will perform on-site inspection of trenchless construction within railroad right-of-way providing support for 3rd-party on and around live railroad tracks. The Utility Inspector is responsible for documentation of pre and post-construction site conditions, verification of materials and layout, observation and documentation of daily construction activities and maintain an active dialog with on and off-site personnel.
    • Observer Inspect temporary soil retaining shoring system in accordance with approved design plans.
    • The Utility Observer is required to attend both railroad and contractor daily job briefings, adhere to the safety requirements of the railroad, the contractor and any 3rd parties with jurisdiction on the job. Job sites vary between open track, rail switch yards, ports, city streets and airports. The Utility Observer will be expected to act in a safe manner that is appropriate to the environment, at all times.
    • Commonly used tools and equipment weigh less than 50 pounds and will often be handled multiple times throughout the day.
    • Many Inspection assignments require walking or standing for extended periods.
    • Inspection assignments will require travel away from home for varying lengths of time.
    • This position is on-call as needed and hours worked will vary.
    • Maintain safety credentials and actively participate in routine reoccurring safety classes and qualification training. Certain jobs may require additional training or certification.
    • Submit daily inspection reports using a tablet that accurately depict what occurred on the work progress, adherence to the railroad utility agreement. Complete other reports will include as may be required.

    Experience

    • The ideal candidate for this position will have 2-5 years field experience on utility construction projects with an emphasis on trenchless technology including Horizontal Directional Drilling (HDD), Jack and Bore/Auger Bore, Micro-Tunnel Boring, and Pipe Ramming.
    • Candidates will have significant experience with construction of municipal, communications and various energy utilities with knowledge of trenchless technology.
    • Railroad construction experience is desirable but not required
    • Must be proficient interpreting engineering drawings, specifications and other contract documents, able to identify and correct rectify construction deficiencies.
    • The inspector to be familiar with the geotechnical fundamentals such as identifying soil types and understand backfill and compaction practices.
    • The observer to have full understanding of temporary soil retaining shoring system.
    • Have knowledge of construction practices, construction methods, and equipment.
    • Strong verbal and written communication will be required. Conversational Spanish is a bonus.

    JOB SUMMARY
    The Utility Engineer reports to the Sr. Manager, Engineering (Structures and Utility), and is responsible for review of utility installation submittals, scheduling observer, coordinating utility encroachment activities within Railroad right of way proposed by federal, state, local public works agencies, regulators, contractors and third parties for the Railroad.

    MINIMUM QUALIFICATIONS
    • Sufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position.
    • Development of the required knowledge and abilities is typically obtained through but not limited to:
    • Bachelor’s degree in civil engineering, structural engineering, or related field.
    • Five years of engineering experience including railroad, utility, or public works.
    Other Requirements:
    • Must possess effective written and verbal communication.
    • Professional Engineering License is desirable.

    ESSENTIAL FUNCTIONS AND DUTIES
    • Ensure all required right of entry and other agreements are in place prior to access to Railroad property by third-parties.
    • Ensure third-party designs that impact Railroad Right of Way (ROW) are in compliance with all Railroad Executed agreements and American Railway Engineering Maintenance Association and individual Railroad engineering design criteria and specifications.
    • Ensure Railroad Flagger is scheduled and on site before scheduling Railrpros observer at the job site.
    • Coordinate with other departments within the railroad such as Real Estate, Engineering Design, Operating and Signal / Track Maintenance. pertaining to third-party project issues.

    Examples of Duties:
    • Conduct utility installation design reviews to ensure third-party designs are in compliance with American Railway Engineering Maintenance Association (AREMA)and all Railroad standards.
    • Schedule site observation relating to third-party projects, which may include nighttime and weekend work.
    • Conduct preconstruction meeting with third-parties.
    • Assist in the preparation of service agreements and develop cost estimate for observation services. Provide budget and schedule updates as needed.
    • Conduct weekly project schedule conference call with major players and semiweekly conference call with observers in the field.
    • Asist observers and contractors in the field and reply to railroad concerns in regard to proposed utility installations.
    • Collaborate with Rail Operations, Capital Projects, Real Estate, Safety, Construction Management and other Railroad departments to assist the railroad goals.
    • Review for approval observer submitted time and expense reports.
    • QA/QC observer reports for general compliance with established standards and defined expectations.
    • Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

    RailPros has an immediate need for Advanced Mobile Flaggers (AMF) in the Washington, D.C. area.
    Responsibilities include, but are not limited to:

    As a RailPros Advanced Mobile Flagger (AMF) you fulfill a very important role. You will be in charge of ensuring the safety of a work group who is working on a live track for short periods of time. As an AMF, you will be starting your day by meeting an employee who will be in charge of the work group. You will be staged at a passenger train station platform with a light and a flag. The work group will go out ahead of your location and commence walking toward the platform you are standing on. As trains (vehicles) approach the platform, you will flag them to a stop and communicate to the vehicle operator that a work group is out ahead and provide specific scripted instructions to the operator on the operation of his/her vehicle. You will also be responsible for communicating with the employee in charge in the event the vehicle does not stop, ensuring they clear the tracks prior to the vehicle reaching their location.

    Successful candidates will have the following skills:
    1. Decision Making – AMFs must be able to quickly decide what script they will be reading the vehicle operator based on the situation presented in the field.
    2. Motivation – Your actions and behaviors should make it clear that you are doing the very best job you can for the Company, the client and the public.
    3. Honesty, Integrity, Maturity – An AMF will be working on a platform that is monitored constantly under video surveillance. Your actions and behavior should reflect unquestionable professionalism, honesty and integrity.
    4. Professional appearance – AMF personnel must appear professional and presentable to the public. A dress code will be enforced in this position and communicated prior to hire.
    5. Reliability – AMF personnel work according to a schedule. This schedule is communicated by the RailPros client. An agreement to fulfill the schedule is a commitment to our client, and attendance at the time and date communicated is always required. Scheduled time off must be pre-arranged to minimize conflicts.
    6. Effective Communication – As an AMF you are responsible for a mobile work group who is relying on your ability to communicate clearly, professionally and with authority when reading the script to the vehicle operators.
    7. Composure – An ability to work professionally under pressure and to maintain composure under stressful and potential emergency situations is a must.
    8. Comprehension – AMFs must be able to receive and follow directions to include reading back instructions received on a radio with 100% accuracy.

    Additional skill requirements include the ability to work outdoors on irregular surfaces, in all weather conditions, and have the ability to hear warning signals and radio telephone devices. AMFs must also have the ability to communicate both verbally and in writing, the English language.

    AMFs must live 50 miles or less to Washington, DC. Exceptions may be made based on experience.

    Preferred Experience:
    1. Former Military, Law Enforcement, Fire & Emergency Medical, or related occupations
    2. Former construction experience which require compliance with OSHA regulations or the equivalent
    3. Former Shipyard experience
    4. Crafts or Trades experience that require additional training to gain the desired skills listed above

    ESSENTIAL FUNCTIONS:

    • Manage the development, design and implementation of new and ongoing talent and development initiatives and assessments.
    • Responsible for end-to-end training content and deliverables. Create, and deliver classroom training, including both instructional and soft skills content.
    • Conduct ongoing training and development needs assessments and align training objectives with overall company business goals.
    • Develop and deliver/facilitate training programs aimed at addressing employee developmental needs.

    WORK EXPERIENCE:

    • Bachelor’s Degree, in Training, Education, Instructional Design, or equivalent combination of education, training, and/or experience in related field preferred.
    • Eight years of business experience, preferable in training & development or related field; Twelve years work experience in lieu of degree.
    • Three years of experience in designing and delivering training and development, computer or communication- based interactive learning solutions.
    • Exposure in training & learning tools: as examples: Adobe Creative Suite, Adobe Presenter, Captivate, Articulate, Photoshop (or similar), Class Marker, Engage, Replay, and other related tools.

    Minimum Experience

    • The ideal candidate for this position will have at least 1-2 years of direct railroad experience, preferably within the Maintenance of Way (MOW) department as a flagger.
    • Candidates will have significant experience with similar work, with background in such roles as roadmasters, signal managers, track inspectors, signal and bridge inspectors, and foremen.
    • Other railroad and railroad construction experience will be considered.
    • Must be able to identify and correct safety issues on the job-site in accordance with railroad regulations.
    • Strong verbal and written communication is required.

    Job Description

The CCO will be responsible for the commercial strategy and the business development of the organization. The CCO will be responsible for marketing, sales, business line development and customer service to drive business growth and market share.

    Essential Functions

    1. Develop and maintain a positive relationship with key account stakeholders at all levels
    2. Proactively review existing contracts and new contracts for opportunities to extend services, improve margins, and cross sell additional services.
    3. Determine the quality and operational capabilities of the organization and drive additional sales
    4. Identify and execute improvements in the customer experience and align our service, messaging and technology to satisfy this goal
    5. Identify revenue opportunities within the key account and create a strategic plan to provide solutions that align with our existing or new service offerings

This bonus will be paid in one lump sum as part of the regularly scheduled payroll after you have successfully completed all of your field training requirements with RailPros Field Services. The signing bonus is taxable, and all regular payroll taxes will be withheld. In the event that you leave RailPros Field Services for any reason (voluntary or involuntary) within 12 months of your date of hire, you will be responsible for reimbursing the company for the entire signing bonus.
